Foreigners Travelling to Tibet: The Rules as They Stand in Late 2026

If you hold a foreign passport, you need a Tibet Travel Permit (TTP) to enter the Tibet Autonomous Region. Visa-free entry to China does not change that.

Only a licensed travel agency based in Tibet can apply for it. You cannot apply yourself, and you cannot travel independently: a guide accompanies you throughout.

Since March 2026, the original paper permit is checked when you board a flight or a train to Tibet. A photocopy is no longer accepted.

Two changes in 2026

The original document. From 13 March 2026, both flights and trains require the original permit for verification; previously, most cities accepted a copy for train travel. Several Lhasa-based agencies confirm this change, so re-confirm with the agency handling your file before you book.

Electronic border permits. From 15 April 2026, China issues electronic border-area permits and no longer issues paper ones; paper permits already issued remain valid until they expire. Foreign nationals must apply in person at a county-level or higher exit-entry office, usually with agency assistance. These permits cannot be extended, and a change of destination requires a new application.
