Hong Kong and Macau tourists holding a Home Visit Permit do NOT need to apply for a Tibet Travel Permit.The Home Visit Permit is a valid travel document for Hong Kong and Macau residents traveling to Mainland China, including Tibet.
Therefore, if you hold a valid Home Visit Permit, you may travel to Tibet directly with this document, no additional Tibet Travel Permit is required.
However, if you plan to visit areas such as Everest Base Camp or Ngari (Ali), you will need to apply for an additional Border Permit.
